Is the Constitution "Engineering"?

If government is all about social engineering where is that in the Constitution? If you choose to do social engineering, do it with your own money.
In answer to your first question, I am a Realtor. Those alternative sources you list could never come close to providing funds to satisfy the demand.
Your second question suggests that you have not read "The World Is Flat" by Thomas Friedman. Read it and join the real world.
I find question 3 amazing. Look at the product of our government school system and tell me what you are proud of. One city in northern China has 22 colleges and universities and are graduating 200,000 each year with more than half having engineering, science or math degrees. We are losing.
I agree that breaking the law is breaking the law and all who do should be prosecuted. By the IRS own statements there is over $300 billion each year that is owed and they do not collect. Why do we not prosecute those on both sides. One for not paying and the other for not collecting what is owed.
You state "The calculation of what people will actually net (on average) is a real consideration in the hiring and compensation process." Just where did you get that idea. In a former life I was in the information technology business and have done payroll and human resource systems for a wide variety of companies. A company's only concern for net pay is to insure sufficient funds be deposited in the account on which the checks are drawn. The cost of an employee is not only their pay but also the additional expenses generated by employing that person. These expenses include, but not limited to, the matching payroll tax and the cost of providing the space and equipment for that person to perform their function.
